I think this is what is confusing LordJohn. What Horace meant is that lounge access is guaranteed at a Westin but only if the Westin has a lounge. And I do believe most Westins (at least in the US) don't have lounges any more. So if lounge access is important, check the Westin you are looking at to see if it has a lounge. If the answer is yes, you will get access. If the answer is no, there will be no lounge for you to get access. So no access in that case.
