I`ve had people put in extra seats I paid for before - but always with my consent, after being asked by FA/sGAs if that'd be OK. (I buy two seats but just need the floor space in front of the seat for my service dog) .
Mostly, these were POS passengers on full flights who neglected to purchase an extra seat of their own, and once a child who may or may not have been put there to make room for a standby passenger.
