7 hours is a long time to spend in del, more so right now during covid times....since you will be traveling with a baby it would not be a bad idea to get a room at the holiday inn transit hotel at the terminal....

this way the 4 hour rule would not apply to you & you would be able to enter the terminal as soon as you clear customs....
