Good news: they've opened the email addresses to convert foreign vaccination certificates to French QR codes.
Bad news: it's restricted to French citizens (for now).

Of note to most people here, the FAQ states:
Q: Je ne suis pas de nationalité française et j’ai besoin d’un passe sanitaire.
A: Ce dispositif n’est pas ouvert aux ressortissants étrangers pour le moment, sauf pour les ayants-droit de Français. Surveillez diplomatie.gouv.fr.
Translation:
Q: I do not have French citizenship and I need a pass sanitaire
A: This procedure is not open to foreign citizens for now, except for dependents of French citizens. Keep an eye on diplomatie.gouv.fr.
So it looks like they rushed to get this open as fast as possible and for the time being only want to deal with French citizens coming to France soon (they ask that you have travel plans before August 31st), and will open it up to more people once they've dealt with the most urgent requests first.
