IMO, that's a pretty large sign. Not sure you can expect anything bigger.
Although the sign board is large the text size is relatively small. I can imagine a lot of people walking past it without reading it.

I think there needs to be a large text sign with a word / hazard symbol or similar. e.g. like “WARNING” at the top of the board. This should help grab people’s attention.
