I have called dozens of times from Europe and Asia; last time was in June. Never had encountered this issue. Might be some tech stuff. Just hope they will fix it soon.
Maybe try one of the international lines instead of calling into the US? On the app: More->Contact Us->Other locations tab at top
You can see a list of countries that have a "AT&T Direct Access Number".

Good luck. Frustrating to not be able to reach anyone...
