Correct FL doesn’t really have HOV lanes. We do have “express lanes” that are in operation on I-95 in the Miami area and coming by the end of this year to I-4 in Orlando but everyone will still have to pay the toll on their SunPass/E-Pass regardless of HOV status.
Virginia and North Carolina are the only places I know of with HOV toll lanes.
