Am I right in saying the sterling silver tags were handed out for hand luggage after flights started again in November 01?

I heard that aluminium tags for hold luggage were stopped because the handlers kept cutting themselves on them. Despite this I picked up both a aluminium (not silver) and grey cardboard tag last September at check-in.
