The bits and pieces of the story doesn’t sound right. Your OP said you wanted to order a 5 night QP53 cert which is a new category 4 certificate. Now you are saying you want to covert to something else. Travel packages are air and hotel. So which is it?
and I’m pretty sure the lurkers can’t assist since this is way above their paygrade other than “we have sent a request to the relevant department for review” and it will probably still not be in your favor.
