It looks like a combinations of factors. They are likely holding the last MDW-DCA flight for late inbound connecting customers or delayed waiting on flight or cabin crew members for this flight who are delayed coming in to MDW on other flights. A few days it looks like the inbound aircraft has been late in to MDW from LGA or LAS. Pretty standard issues with evening flights and especially with the last flight of the day.
