It actually looks like these "spaces" are blocked to allow the area in front of the hotel to be a drop off. You need space to enter and leave, and the white car is actually blocking the exit in that picture.
The slot next to the black car was occupied most of the time. Cars dropping on/off would pull in perpendicular to the front entrance (where porsche is)
