My guess is because those GS assignments are made by the corporation, not UA.
If they renew their UA contract, that entity will make those decisions.
I thought it might refer to those. I won't be specific but my wife worked for a large tech company and use to say the level one execs all had GS status "bestowed" upon them yet never traveled. I guess a certain number of memberships are simply granted to the large corporations and dispensed at there discretion. I don't have a problem with seeing those disappear for now.
