I have no insight into internal thinking / motivations, but it seems one step in recovering is to go back to your preCOVID top revenue customers and encourage, as they resume travel, to continue to use UA as their preferred travel provide. A first principal in sales is it is easier to retain a customer than to get new customers.
This does not mean you forget those that have been traveling, UA can mange more than one customer incentive program at a time.
