Some of the rules have apparently changed with COVID. I did a flight in November that had a layover in YYC for about 10 hours overnight. They would not check my luggage to YYC only and told me with COVID they check all the way through so there is less handling and that a layover of less than 12 hours gets checked all the way. I had to go to baggage services once I landed in Calgary and insist I needed contents and it took about an hour but they did get it for me. So I recommend you ring WestJet and ask.
