After reading the above link, it sounds like this trick of changing tickets to beyond 31 days before canceling + redepositing miles with no penalty fee can only work if the flight has US as the origin.

so in other words, if i have an award ticket XYZ-USA (US as destination) or XYZ-ABC (US is not destination nor origin), and i want to change or cancel it but it's already < 31 days before departure, then i am 'toast', right?
