No. I mean, if you book a refundable fare, you can get a refund to your original form of payment. For an ETC, that's an ETC.
Per a strict reading of the policy, this should result in an ETC with the same expiration date as the original one. However, multiple recent reports are that people are getting
new ETCs, with 2-year validity, by purchasing a flight with an existing ETC and then canceling it.
