While very marginal at these prices do not forget to include in the calculation the value of the points you will get back by paying cash (but not with points [unless you have the old credit card] or with UR). Usually, you need to consider that UR booking lacks any benefits of status (but heck, this is IHG so there are no benefits for status anyway).
So really it would be like (assuming you are a Platinum):
$118 cash will generate ~1500 points (depending on how much tax which does get points)
22K per night will really cost 19.8K per night if you have the credit card (basically offsetting the loss of points from a revenue stay)
Notwithstanding - this is a horrible use of IHG points as the value is just not there.
