The thing to remember is that tourists come from multiple countries, not just the US, so restaurants and other places cannot waste time determining whether a pass is legit, hence why most will just want to trust one source: The pass sanitaire. Businesses can face hefty fines for not properly enforcing this new law, so put yourself in some small restaurant’s shoes, in a small town, who doesn’t speak any English and trying to read everyone document as quickly as possible as you have other things to do than determining if someone’s pass is valid to serve them.

This needs to be a government initiative as to how these foreign documents will be managed. The best approach is to implement a way to preload it into the app (for review) before the trip or getting it validated by border controls upon entry. We will know more this week as the law will be passed by Friday. The Government indicated today that they may revisit some items like mandatory vaccination of health care workers, but the expansion of the Pass Sanitaire is needed to control the surge (and push for more vaccinations) therefore not negotiable.(And I agree with them)
