I doubt it. Inventory shortages mean no need to run promotions intended to increase demand. Also, business travel is still slow to recover, which is the market segment this promotion seemed to be targeting.

There are likely long-term behavioral changes contributing, too. Business travel may never return to what it was before the pandemic, as more large corporations driving most of the travel spend get comfortable with tele-presence. Rental companies may decide they like having small fleets. While it means they will only be able to service many fewer customers, each transaction they do get would be more profitable. So seasonal promotions that assume mass changes in demand, such as 1-2 Free, the FL driveout, etc, may no longer be necessary, or possible.
