It's hard to say, I do think Suntory has a very carefully crafted image and the idea of their rare whiskies being available everywhere may not actually appeal to them.
Or if you consider a brand like Chichubu who only releases more stuff in smaller batches, but even his 10k+ bottle releases are nearly impossible to find.
