Are you arriving in Atlanta on an international flight? If so, you will need to clear immigration and customs inspections after landing at ATL. Afterwards, if your bags are tagged to your final destination, drop them off at the baggage recheck desks at the exit from the Federal Inspection Services Facility and passthrough TSA security before boarding your next flight. That is true for every passenger arriving in the US on an international flight (unless the flight originated at an airport with CBP pre-clearance).
