Two thoughts:

As stated on other threads here... Hertz IT is a soup sandwich. I am going make a wagered guess that this is related to that ineptitude, and not some nefarious plot on Hertz part to charge you extra.
Heck, they even admit it "may be a glitch in our computer system"...... No, you don't say?

I wonder if it has to do with your license on file in your gold profile? Maybe delete your DL out of the profile, and then add in a fresh entry? Perhaps there is something there causing a hang up?
