I had a look at it and you seem to be right, oddly if you choose e.g. ZA as your origin (which is in the same group of "a very high risk area where there is a virus variant of concern" as the UK) and a non-EU passport you get the list but not if you choose the UK as your origin.
You could obviously check the dutch government website -
