The exact rules are complicated as the directive only addresses "cancellations" and courts have weighed in on how long a delay has to be to count as a cancellation; also the directive doesn't make any direct statement about a "schedule change" but does give the airline safe harbor for changes made >2 weeks out.

But no, if your return isn't till August, then this will not apply. The outbound does not count as part of your return flight. Likely a connecting flight would count from the first point of departure, based on various court rulings.

And as WineCountryUA mentioned you have to make a claim with the operating carrier.

So, does not seem to be part of your solution here for you, sorry.

[Compensation is due unless]

(i) they are informed of the cancellation at least two weeks before the scheduled time of departure; or

(ii) they are informed of the cancellation between two weeks and seven days before the scheduled time of departure and are offered re-routing, allowing them to depart no more than two hours before the scheduled time of departure and to reach their final destination less than four hours after the scheduled time of arrival; or
