The Gold Coast airport is considered to be a part of Queensland. There are no restrictions on these services (obviously a negative test required) to fly OOL-AKL (or OOL-CHC).

That being said check-in staff at the airport have been doing tougher checks/questioning on departures from OOL (compared to BNE) to make sure they haven't been in NSW.

Everyone traveling to/from OOL must be careful given Google Maps says the fastest route from the Northern Part of the Gold Coast (or Brisbane) is along the freeway and this route partially passes into NSW for about 4km before looping back into QLD.
