Those "long range" plans aren't really genuine plans to build so much as they are concepts so they don't have to redo things, such as building a runway that would otherwise go through planned gates.

Of course, they look really silly now for building the C gate APM station where they did, given the continued use of the temporary C/D concourse. Some of these things would be fully depreciated before the "south terminal" would ever be built.
