If you booked a non-saver fare, you can simply cancel and rebook at the lower price with the difference being returned to your Wallet.
It sounds like they didn’t actually reissue your tickets and made a policy exception.
That is essentially what the agent did. The new policy is internally documented and came out on March 31, she came back from leave in April that is why she didn't know of it (she said).
