No, people who cleared earlier are not shown and the 24 is passengers who have not cleared.
Some nuances of potential interest:

1. The number is messed up on any flight with upgrades cleared after passengers have checked in, and potentially also in other cases. This is thought to be related to the addition of PremiumPlus as a cabin, since that is about when the counts started getting nonsensical.
2. At least 16 passengers were upgraded within 24h of departure. There may have been others earlier. Additionally, GS (or maybe anyone upgrading into PN?) do not show in the green table.
3. The blue table is usually populated by people booked in economy on the flight and requesting an upgrade somehow. Occasionally, rarely, passengers originally booked in J on a different flight will show up there, and they should show near the top. In that case they would be already confirmed in Y on the flight.
4. There currently isn't a reliable equation for figuring how many seats they sold.
