I think the reason the bistro is open 24/7 is because there are contracts with flight crew, crews from all sorts of airlines stay there arrive and leave the Hilton all kind of hours, like the CX crew didn't leave til midnight, while CI and SQ crew arrive at 10pm
The restaurant is open now. It was open for breakfast at 9am (I think). I was there last week.

Agreed. We had a hard time spending $30 in the Bistro for breakfast. We got more than enough food and a good amount left over for a nice tip.
