Sometimes, rather than compete and lose money, it's better to redeploy your resources elsewhere -- particularly in a smaller market like HVN. Later, they can re-evaluate, but they don't have to lose alot of money in the short term. Plus, I'm sure that HVN travelers are used to using BDL/HPN/LGA/JFK/etc.
Avelo is a point to point airline, no connecting flights. The AA flights I have taken to and from HVN had very good or full loads. HVN needs legacy carriers, UA with CRJ-550's to ORD and DL with A-220-100's to ATL. Both aircraft types are compatible with the present runway.
BDL has fought HVN for years and took a case involving a law that barred HVN's runway from going beyond 5600 feet all the way to the SCOTUS in 2020 and lost. I would not be surprised if BDL is using perks to get legacy carriers to stay out of HVN. With the new plan to add to the runway and build a new terminal, BDL has said they both should coordinate their schedules. Never have I heard of two airports coordinating their flights. https://www.nhregister.com/news/arti...n-16183711.php
BDL knows quite a lot of the passengers using BDL are from the metro New Haven market. The list of cities XP will serve is supposed to come out next week. This could be a draw for other carriers if XP's numbers are good.
