There are some glaring exceptions to that rule, such as Israel ($320 and includes free Platinum AU card, but abysmal earning and transfer partners + FX fees + no free Priority Pass), ICC Platinum ($550 and includes free Platinum AU, reasonable earning and benefits but terrible 3% non-USD FX fees) and Dominican Republic (I may be wrong, but I think this card is only $100! Apparently they have removed transfer partners, but I'd be happy to pay $100 for a card that gets me Centurion+Sky Club access).
