it sounds like the offer was to pay with miles for a discounted rate. What was your spend on the card last year and how long have you had it? My experience with Chase is that if it is your fee was waived the prior year (either with a retention offer or due to new card sign up) they won't waive your fee the next year.
I have this card since July 2018 and never asked for a retention offer before because I was keeping it for the card benefits (club passes, free checked bags, carry on for basic economy, etc.) which were worth at least $95 to me. This past year I had practically no spend on the card and used none of the benefits because my travel patterns changed. I didn't even end up using the 2 club passes.
I think this is the first time I ever tried going the way of a retention offer with a Chase card. In the past I've just either closed or downgraded/product changed without bothering to ask if there was any offer available.
Could be my offer was a discounted pay with miles rate but I wasn't using my miles on that since I'm not that interested in this card any longer.
