This has happened to me before in the Virginia Express Lanes, where you can pay online after the trip. The rental companies use PlatePass (or some equivalent) where tolls matched to that license plate automatically go to the rental company so they can bill you with a hefty fee. It's just a racket. I've had mixed success on getting the "administrative fee" removed and only paying the toll itself by saying I tried to pay it online.
