In the past standard Amex rental car coverage had language to that effect (allowing CDW to be accepted), but current standard coverage contracts no longer include that language.
We're not really sure what you are asking. If you enroll your Amex card in the program and you pay for the rental with your Amex, you will immediately be charged the coverage fee at the outset of the rental, and PCRP from Amex will be in force for that rental. You are not under any obligation to decline the CDW from the car rental company. The coverage is in effect regardless. It is pretty comprehensive coverage except that it does not include liability coverage (no credit card policies do).
