Apologies if this has been asked before but search returned nothing. Can anyone clarify their experience with Delta's cancellation policy currently per the below?

I am looking at booking a ticket for travel in July on skymiles--booked through Delta but on a partner airline (Aeroflot). The itinerary would be wholly outside North America--MXP-SVO.

I understand from Delta's website that tickets which originate outside North America can still be cancelled/refunded for free--but was not sure if this applied to partner flights/skymiles bookings?
