If they take away access I think they would limit the lounge to One world first class and OWE then as a exception allow flagship business. Making it a first class lounge with only one exception. Then they could send sapphires and partner business class to the AC.
They can't make Flagship Business as an exception unless oneworld gives permission. Akbar Al Baker ( current oneworld chairman ) is unlikely to permit that.
If they allow Flagship Business passengers, they must admit all Business Class passengers on partner airlines according to the current rules.
The reason why AA could restrict Flagship First Dining for only AA F pax is that they are not listing the Flagship First Dining as a separate lounge but as a dedicated area in the Flagship Lounge's.
