The difference is UA actually serves outside the U.S. pre-COVID. In my case, I "reside", for the record, a city outside the U.S. that UA serves. And the routes are currently suspended.

But if you are a AS member that is living nowhere nearby AS's network, I believe the member would have to bear some responsibilities. I don't believe bringing this up would help at all.
