Not really in my opinion. For example, if you see Skyteam, Korean Air, Garuda Indonesia, KLM, and a few others have a very high standard but on the flip side there's China Eastern and Aerolineas Argentina. I think airlines just hold to the standard based on local competition and their situation within the country they're based in.
