You are mixing and matching numbers. The government figure... for one shot... is above 80% (as of June 29th). Phuket, in the last few days, just reached 70% fully vaccinated. Granted, a lot of it is Sinovac.
While you are correct that number rose in the first week of July - from 17 the previous week to 27 the first week of July - this is nowhere near the 90 cases you imply is going to happen. 27 in a pop of 80k is a rounding error.
As for the sandbox...
Of the 2524 international arrivals - ONE positive. A positivity rate of .04%. Likely among the lowest in the world!
Of the 475 second swab tests - ZERO positives.
So the sandbox is working as planned and as expected.
130,113 room nights booked in July... no way are they going to shut it down without a strong case to do so.
