U/T/X/V fare basis FC fares book into Z bucket and Q/K/L fares book into I bucket. So generally, if there are I/Z fares available for purchase, there will also be L/U/T/X/V inventory. But I suppose there could only be Q/K inventory open and you could still have I fares available for purchase as well.
