QF FF gives you 1x miles per discount Y on QF, and for a limited time on BA too (usually 25%). QF also awards miles on BA/AA transatlantic. Although AA disc Y also earns reduced or no miles on QF.

I am not aware of a OW airlines which meets all your conditions.
