Take the word of a country's official site over an airline website re-statement of the rules, which is unfortunately sometimes poorly worded or imprecise (rather than quoting the country's regulations exactly). It appears that she would be able to enter Netherlands, but check TIMATIC which is what the airline will look at during check-in to verify she has the right documents and should be admissible. But as the other poster noted, she wouldn't be able to re-enter the US without a 14-day third country workaround, so long as the current ban remains...hopefully it will be rescinded before long but no one knows.
