It appears to be an error in translation. All non-suite room categories have two different layouts/hard products of bathrooms. The standard bathroom comes with enclosed shower as well as toilet areas (no bathtub), kinda like the bathroom you would see at Fairfield hotels in Japan, whereas the “public” bathroom is actually just a modularized bathroom that comes with a shower/tub combo, which is common at mid-scale hotels in Japan. See pictures below. One thing for sure is that all guest rooms have bathrooms.
