Appreciate some expert views on what the below statement means - which appears under the QR purchase conditions:

If you are holding a non-Qatar Airways ticket for a connection afterwards, you will need to hold immigration approval to land at the final city in your itinerary that is ticketed by Qatar Airways.

I am based in Doha and often want to take advantage of good fares out of Germany or France or Norway.

Does that mean I cannot fly on Qatar Airways to FRA and then on a separate ticket i.e. Air Canada if I do not have immigration approval for Germany? I use to transit many airports for which I did not have visa or immigration approval n the past.
