What would there be to report? How could you have possibly "kept on drinking" if she already cut you off? Do you mean "if we kept on asking for a drink"? Or was she literally telling you to stop consuming a drink that was already in your hand?

I would have thought if you ask for another and she says no, that is automatically nipping the problem in the bud and is how the system is supposed to work. It's not a matter of threatening consequences -- just don't serve. No follow-up would be called for unless you actually misbehaved or tried to bring out your own alcohol.
