Doesn't the announcement say something about a new "three level" concourse being built at the train stop? To me, that implies a capability for INTL arrivals unless I'm misunderstanding what they mean by three levels. Not to say that's what it will be used for when opened but perhaps it's paving the way for the future.
The document stated the building had an apron (operational) level, a concourse level, and a club (airline lounge) level. Seems to me that the - aesthetically unappealing and utilitarian, though convenient - FIS in C would stay as-is.
