Fontainebleau actually give the tour operator the choice how they wish to handle the resort fee, although most insist require local payment by the guest. Ultimately it's down to the individual operator how they wish it to be handled when given the option. Most choose not to include the fees up front in order to appear more competitive on comparison sites.

So seeing the list of what the fee is for I can not see any reason to pay ( or that much) it if you agree not to use any of those items listed. I know, I know I'm living in cloud cuckoo land...
