US to Europe travel - Already in US but US non resident

Hello all,
I am aware that recently flights between US and Europe restarted. I have a specific query and websites giving conflicting info, so seeking opinion here. (I am still trying to get something in writing from Dutch govt or Delta).

We are on a work visa in US. My mom is here on a B1/B2 visa since last 2.5 months. My brother lives in Netherlands and is a citizen there. My mom has a Schengen visa issued by NL (Type-C-Short term stay). She wants to visit him for couple of months.

- NL govt website has marked US as a "safe country" meaning there is no requirement of quarantine or negative tests for travellers from US. BUT it does not say whether its applicable for anyone or only US Residents (which my mom is not).
- Delta website makes it clear that ONLY residents of US can travel to NL. As my mom is here on a tourist visa and only been here for less than 3 months, guess she is not a resident?

Posting here to get insight into:
1. Anyone had experience of non US residents traveling on flights from US to Netherlands / Europe?
2. What about returning to US from Netherlands / EU? Delta allowed us to book a return ticket (SEA - AMS - SEA) but seems US is not allowing anyone who has been in EU in last 14 days to enter US?

Its my mom traveling so seek insight as the govt call center is saying she can enter EU but then Delta website says something specific (unable to reach them yet),.
