One of the biggest reason they didn't build an additional tunnel to walk between concourses is because of the distance between the buildings. The distance between A to B and B to C is over twice the distance between the concourse buildings at ATL where such a tunnel exists. You would arrive at your gate hot and sweaty from the walk. The trains have been very reliable over the years so its not needed from a Plan B perspective.
