Is this my best strategy? - If you want to extend the 2-4-1voucher validity, then yes. Currently FTVs are valid till 30/04/2023- the trip has to be completed by then
Are there any downsides? - Has to be the same passengers. Cannot use it for a cash booking or BA holidays booking but can be used for a redemption booking. Need redemptions seats to be available (although in theory after 1st September, technically there should be more avios seats available)

Do I loose the £35 per flight? - That is for cancellation, so doesn't apply for FTV.
Anything else I should be aware of? - You can book the cheapest flights (London- Manchester) and then take the FTV. Which means that the amount of Avios and tax component will be small. When you make a long haul booking with the FTV, you pay the balance of the taxes and whatever Avios is required to top up what is on your FTV.
